Full Observatory Walkthrough When you enter the observatory go up the stairs and turn left. It also acts as a Hub where players can upgrade their equipment and conect with other areas. Point is, I know I've done pretty much everything in his questline, and talked to him plenty. The Observatory is located at the middle of the station. When he finished it he said he was going to the Observatory (again) but instead just went back to the control room (again) and refuses to leave. Anyway he asked me to do his 'get to his workshop' quest a second time, which I did. This might be what triggered him to go back to the Sohn District Control Room, but that's just speculation based off of the other two instances of the bug also having high data levels. Spoke with him there about the next steps but I lacked the components to continue so I left and did a bunch of other stuff in the game and reached like 150% data.
